Position Title: Program Manager, Sister2Sister Advanced Leadership Program

Reporting to: Senior Manager, Program Operations and Service Delivery

Working Hours: 35 hours per week, Monday – Friday. This position also requires working outside of regular operational hours including evenings and weekends.

Duration: This is a full-time position until March 31, 2024, with the possibility of an extension depending on funding renewal.

The Newcomer Women’s Services Toronto (NEW) is an award-winning not-for-profit charity organization that was founded by a group of Latin American refugees in 1983 with a vision of strong women building strong communities. A multi-service agency with operations in two Toronto locations serving 800+ Immigrants and Refugees annually. The agency was awarded a Non-profit Employer of Choice Award in 2020! NEW also delivers special programs focused on immigrant women empowerment, leadership and skills development, and mentorship and career advancement for immigrant and refugee women.

About the Role

We are seeking a self-motivated and results-driven individual to play a lead role in delivering NEW’s Sister2Sister Advanced Leadership Program. As a Program Manager, you will develop, implement and manage all program elements to optimize resources and ensure achievement of goals. You will also develop and manage program timelines, partnerships and budgets. You will build and maintain a strong and cohesive team and ensure achievement of goals; coordinate workflow,resources and priorities; and facilitate communication across the team. You will hire, coach, mentor and develop staff members through ongoing feedback as well as formal performance management systems. This position will directly supervise two Employment Counsellor positions.

Responsibilities:

Finance & Administration (including Risk Management)

  • Draft annual and revised budget for the program, in consultation with the Executive Director, and Finance Manager and as set out in funder agreements
  • Monitor program budget. Oversee program budget and directly manage budget lines and monitor expenditures
  • Ensure that financial and narrative reports to funders are complete, accurate and filed on time
  • Ensure that accurate and timely records and data are maintained of programs, including ensuring data is entered into the agency’s database for the assigned program.
  • Develop, update, and ensure compliance with operational systems, including procedures, policies, and standards, in the areas of human resources, financial management, procurement, program delivery, and security management.
  • Ensure the program has contextually relevant staff policies, including performance management and professional development.
  • Ensure development of program-level security management plans, including training plans and communication protocols, to achieve compliance with organization security management and framework
  • Monitor, assess, and mitigate risks associated with program operations. Participate in organizational risk management processes.

Human Resource Management

  • Create and support a positive organizational culture for program staff
  • Recruit, screen, hire and evaluate assigned program staff
  • Provide guidance to assigned program staff through regular individual supervision, ongoing constructive feedback and coaching

Program Design, Implementation, Management and Evaluation

  • lead the day-to-day operational planning, management and execution of all program activities
  • Manage all aspects of program from staff leadership, funding relations, reporting, community relations,budgeting and business planning, and other duties required of the position
  • Oversee the development and implementation of a comprehensive operational plan detailing goals,objectives and performance standards for programs
  • Work closely with other program managers to build best practices across teams
  • Supervise funding partner deliverables, consultants and contractors
  • Staying abreast of current and future programmatic directions and funding prospects of various funders and becoming familiar with research sources on the non-profit sector
  • Design, develop and implement evidence-based programs that meet the needs of immigrant women including designing successful program models
  • Develop evaluation tools and frameworks to effectively measure clients learning, satisfaction and program impact, and to ensure the program is meeting its logic model
  • Monitor the progress of the program, and ensure we are always meeting funders targets and metrics
  • Responsible for making decisions related to program design, delivery, metrics, deliverables, risk mitigation strategies, clients admission criteria, partnership agreements and criteria, as well as programs budget,operations, and staffing needs
  • Responsible and accountable for program success, meeting funders requirements and targets, and submitting activity, narrative, and impact reports to funders, Executive Director and Board of Directors
  • Establish and implement procedures for program delivery, ensuring adequate administrative controls, quality and procedural efficiency
  • Work closely with the Manager of Workforce Development ensuring a smooth transition of program participants from skills training to experiential learning and to the labor market.

Stakeholders Engagement and Partnership Development

  • Build and strengthen partnerships with key stakeholders including clients, funders, partners, and sponsors
  • Identify new opportunities for partnerships and collaborations with different sectors
  • Engage various stakeholders in our program planning, design and efforts for continuous improvements

Minimum Requirements

  • Completion of an undergraduate degree in Business, Social Sciences, Education, Humanities, human resources or related disciplines; Masters's degree is preferred.
  • A minimum of five years leadership experience in a nonprofit, for-profit, government, or philanthropy,working on growth, business development, strategy, planning or related issues.
  • Understanding and Knowledge of Employment Ontario programs and funding models including
  • Skills Development Funds and Employment Ontario Funds, performance metrics and the transformation happening in the sector is required.
  • Knowledge of labour market information (LMI) and/or business development is considered to be a strong asset.
  • Demonstrated experience building and managing a high-performing team in a multi-tiered structure.
  • Demonstrated experience working in a unionized environment.
  • Comprehensive working knowledge of organizational planning, organizational structure, budgeting, administrative operations, and fundraising.
  • Demonstrated ability to analyze and compile complex data for planning purposes.
  • Excellent communication skills, both written and oral, with the ability to represent the organization externally across a wide range of stakeholders and constituencies.
  • Strong relationship builder with the ability to find common ground, build consensus, and strengthen collaboration among diverse stakeholders.
  • Strong community awareness and astuteness.
  • Ability to successfully navigate in a fast-paced, and outcomes-driven environment
  • Experience with strategic planning and change management.
  • Demonstrated successful experience with project management – including organization-wide project implementations.
  • Familiarity with government-financed projects and budgets.
