Generalist, Human Resources and Labour Relations
POSITION SUMMARY:
Reporting to the Manager, People Services, the Generalist, Human Resources and Labour Relations collaborates to provide HR support to develop Human Resources programs and initiatives and to deliver day-to-day Human Resources services to attract, engage and retain a diverse and high-performing workforce of staff and managers.
Working in a unionized environment, the Generalist, Human Resources and Labour Relations provides advice and support to WOCRC stakeholders on all matters relating to negotiated agreements. This includes providing guidance, training and support to members of WOCRC on all matters relating to the unionized group including collective bargaining, collective agreement interpretation, application and compliance, grievances and arbitration.
AUTHORITY:
The Generalist, Human Resources and Labour Relations is a subject matter expert for the purpose of Human Resources Policies, Guidelines and has the authority to:
- Provide expert and confidential advice to management and employees.
- Is a key contributor for collective bargaining.
- Participate in the development of organization wide strategies.
- Advise training and developmental plans in accordance with WOCRC policies.
- Provide advisory and administration services to managers on recruitment, evaluate performance, discipline, provides input on developmental plans and assists with terminating staff.
- Advises on total reward matters.
- Interprets and provides advice related to the collective agreement.
- Advises on leave requests.
PRINCIPAL RESPONSIBILITIES AND DUTIES:
- Effectively answer queries from employees and managers in a timely and confidential manner, including first level queries on people policy, practices, processes and the collective agreement, escalating queries as required.
- Process various transactions in the HRIS in an accurate and timely manner
- Writing and posting employment ads, as well as maintaining the applicant tracking database;
- Reviewing, screening, and maintaining applications and resumes.
- Scheduling and participating in interviews, and conducting reference checks
- Issue offer letters, contracts of employment and employment changes.
- Provide accurate data to various stakeholders for related activities in the employee lifecycle including those related to recruitment, onboarding, offboarding and training, pre-employment due diligence, and payroll to ensure processes run effectively.
- Administer the onboarding and orientation process to collect all data required for new employees, welcome new staff members to the organization and communicate first day instructions to newly hired employees.
- Enter employee data and administer changes to employee details on the HR Information System accurately.
- Check and analyze data and provide reports to the internal stakeholders.
- Keep HR records and files up to date and upload documents to employee records: ensure the storage of all documentation complies with legislation and WOCRC policies.
- Responsible for retirement and benefits plans administration including enrolling new plan members, processing plan members changes, removing plan members, and answering general queries about the benefits plan and coverages.
- Assisting with providing research for policies, training, strategic planning, and other human resource issues.
- Keeps up to date with legislative requirements, such as Employment Standards Act, Labour Relations Act, and Human Rights Code, Occupational Health and Safety Act, and the Pay Equity Act.
- Assist in the preparation of employee engagement events such as employee gatherings.
- Assist with providing compliance in all areas of human resources.
- Assist with additional projects, as assigned.

QUALIFICATIONS:
Education and Experience
- Diploma or Degree in Business Administration, Human Resources, Industrial Relations, or equivalent work experience in a related field
- Designation as a Certified Human Resources Professional. (CHRP, CHRL, etc.) is an asset.
- 3–5years of relevant experience ideally working in a unionized environment, preferably in the non-for-profit sector
- Excellent communication skills with high levels of customer experience
- Demonstrated ability in the areas of general HR programs.
- Sound judgment and attention to details.
- Ability to build and foster relationships with management and employees.
- Promoter of teamwork.
- Excellent computer skills including work processing, spreadsheets, and HR software.
Language Competencies
- Ability to communicate fluently in English, spoken and written.
- Ability to communicate fluently in French, spoken and written is strongly preferred
Computer Competencies
- Microsoft Office – Intermediate to Advanced
- Internet and website – Intermediate
- ADP Workforce Now, HR Downloads, HRIS and/or database experience
Salary/Hours:
- Starting salary is $55,680 per annum;
- 35 hours per week
